From principles to practice: Making the case for funding journalism and media development

With major donors slashing media development funding, the Global Forum for Media Development (GFMD) is hosting an interactive session to provide journalists and media organizations with the tools and resources they need to secure funding. This interactive session aims to explore practical ways to strengthen advocacy and fundraising for media development and journalism.
Participants will be familiarised with a new toolkit developed by GFMD to improve the support given to media and the information environment by the EU’s members and institutions, and also DW Akademie’s State of Media Development Report. Both are based on the OECD’s Development Co-operation Principles for Relevant and Effective Support to Media and the Information Environment. They provide insights into advocacy messaging, case studies and hard numbers that can be used to convince current and prospective benefactors.
These efforts build upon initiatives such as the Media Viability Manifesto, the EU Multiannual Financial Framework submission, and the recently adopted M20 Johannesburg Declaration. All of which aim to show funders, donors and policy makers the importance of information integrity and independent journalism as a public good.

The updated manual equips instructors, newcomers and experienced reporters with templates and tools to turn ideas into compelling stories while safeguarding sources and navigating the information landscape. It is a comprehensive roadmap for structuring, developing, and publishing investigations with precision and impact. For reporters who are just starting out, it is an open door to a career as an investigator. For trainers and newsroom leaders, it is an essential teaching tool, and a compact compendium of best practices.

Winning Allies, Unlocking Funds: How Journalists Can Advocate For Support From Global Finance Institutions

This event will focus on strategies and tactics to argue for strengthening the capacity of investigative journalists and media organisations to combat illicit financial flows (IFFs) by:
- Exploring new approaches and strategies for funding investigative journalism, including innovative sources beyond traditional donors.
- Examining modalities for collective action within the investigative journalism community, including collaboration across networks, joint initiatives, donor engagement strategies, shared advocacy tools, and collective documentation of investigative impact.
- Identifying major gaps in models of current funding, advocacy, and collaborative approaches, and proposing actionable solutions.
- Linking investigative journalism to FFD4 Outcome Document commitments and follow-up activities.
- Discussing tools, case studies, and strategies to engage states, international organisations, and donors in supporting investigative journalism.
Who should attend: This session is particularly relevant for journalists, investigative media networks, and media support organisations working on IFFs, transparency, accountability, and public engagement in development financing.
This working meeting builds on the Financing for Development Conference (FFD4) and its final Outcome Document, the Sevilla Commitment, which recognizes the media’s essential role in exposing illicit financial flows.

Muckraking at a Distance: Peer Exchange for Exiled Media from Myanmar and Afghanistan

DW Akademie presents a peer exchange bringing together exiled media professionals from Myanmar, Afghanistan and other countries to share hard-won expertise in conducting impactful journalism from a distance.This exclusive gathering recognizes that some of today’s most courageous investigative work is being done by journalists who have been physically separated from their sources, audiences, and home countries, yet continue to hold power accountable through specific approaches to security, verification, and cross-border collaboration.
The two-hour invitation-only workshop creates a confidential safe space for 30 selected participants to engage in intensive knowledge sharing across four critical areas: security protocols for remote investigation, cross-border verification methods, sustainable exile media models, and trauma-informed journalism (managing personal trauma while reporting on ongoing crises).

As the digital information ecosystem evolves, fact-checkers face new challenges from generative artificial intelligence and other emerging technologies. This side event will explore how to combat misinformation and disinformation in the Asia-Pacific region and beyond, emphasizing the consistent standards exemplified by the IFCN’s Code of Principles. It will also address the implications of a new era of AI, the rise of deepfakes, and the role of third-party partnerships.
This session will feature a presentation on IFCN’s “Fact-Checking Fundamentals” course, available in 15 Asian languages, followed by a discussion and Q&A with IFCN Director Angie Drobnic Holan and Training Manager Alanna Dvorak.
